Executive Summary

What Happens After Certification?

Recreational scuba diving education has built a robust and mature industry infrastructure that enables millions of people to access the underwater world safely. Entry-level training programmes are indispensable for equipment use, pressure-related risks, fundamental water skills, dive planning, and emergency awareness. This white paper does not question the value of that infrastructure. The question it raises is this: once a diver has been technically certified, how do they become a diver who reads their environment more accurately, understands the impact of their behaviour, and makes more informed decisions under uncertainty?

The literature points to three significant tensions. First, technical proficiency and situational awareness are not the same thing. Second, an environmentally conscious attitude and actual underwater behaviour may be separated by an intention–behaviour gap. Third, one-time knowledge transfer does not always translate into lasting behavioural change. When post-certification development is defined solely in terms of greater depth or new equipment authorisations, the cognitive, ethical, and environmental dimensions of diver development risk being left behind.

Rubelis Beyond is a complementary learning model designed to address this gap. It does not replace existing diving certifications and confers no technical authorisations. Through structured reading, case analysis, reflective questions, environmental context, decision scenarios, and assessments, the model aims to move divers from "knowing what to do" to "understanding what they are seeing, why it matters, and which course of action will produce the most responsible outcome."

This paper does not claim that the impact of Rubelis Beyond has already been proven. Instead, it sets out the research base underpinning the model, its measurable theory-of-change structure, and the pilot research protocol proposed for independent validation. Rubelis's credibility should be built not through marketing claims but through pre/post-test data, behavioural observations, independent expert review, and transparent reporting.

A Call to the Industry

Let us turn the space between "earning a certification" and "developing as a diver" into a shared quality agenda. This space is not a competitor to any training system; it is the common ground that supports all systems in producing divers who are more aware, more observant, and more responsible.

Section 1: The Problem — Development Does Not End Where Certification Does

Entry-level certification programmes are designed to answer a specific question: can this person dive safely? They are not designed to answer a different question: can this person observe accurately, make sound decisions under uncertainty, and understand the ecological consequences of their behaviour? These are distinct developmental domains, and conflating them produces a gap.

The gap is not a failure of existing systems. It is a natural consequence of scope. A certification course must cover equipment, pressure physics, emergency procedures, and fundamental water skills within a defined timeframe. There is limited room for the slower, more reflective work of building situational awareness, environmental literacy, and ethical judgment. That work happens — when it happens — after certification, through experience, mentorship, and deliberate practice.

The problem is that "experience" is not a curriculum. Two divers with identical log counts may have developed very differently depending on the quality of their dives, the feedback they received, and the questions they were encouraged to ask. Without a structured post-certification pathway, development is left to chance.

Rubelis Beyond is a proposal for that pathway. It does not replace the certification infrastructure. It begins where certification ends.

Section 2: Four Interconnected Claims

The Rubelis Beyond model rests on four claims. The first three are supported by existing literature. The fourth is a testable hypothesis awaiting empirical validation.

2.1 Technical Proficiency and Situational Awareness Are Not the Same Thing

A diver can be technically competent — managing buoyancy, reading gauges, executing emergency procedures — while simultaneously failing to notice that their fin kicks are disturbing sediment, that their buddy has drifted out of visual range, or that the current has shifted. Situational awareness is the capacity to perceive environmental cues, integrate them with prior knowledge, and project their implications forward. It is a distinct cognitive skill that develops through structured reflection and deliberate practice, not through technical repetition alone.

2.2 Pro-Environmental Intent Does Not Automatically Produce Pro-Environmental Behaviour

Research consistently documents an intention–behaviour gap in recreational divers. Divers who report strong environmental concern still exhibit contact behaviour, pursuit of marine life, and disturbance of benthic communities at measurable rates. Attitude alone is not a reliable predictor of underwater behaviour. Behaviour-specific training, feedback mechanisms, and post-dive reflection are required to close the gap.

2.3 Single-Exposure Knowledge Transfer Has Limited Durability

Pre-dive briefings and one-time environmental messages produce variable outcomes. Their effectiveness depends on framing, timing, repetition, and whether the message is reinforced during and after the dive. Without structured follow-up, knowledge acquired in a single session tends to decay. Durable behavioural change requires spaced repetition, contextualised application, and reflective consolidation.

2.4 The Potential Impact of the Rubelis Model

If the first three claims hold, a complementary learning model that systematically addresses situational awareness, the intention–behaviour gap, and knowledge retention could produce measurable improvements in diver development outcomes. This is the hypothesis Rubelis Beyond is designed to test. It is not yet proven. The pilot research protocol in Section 6 describes how it should be tested.

Section 3: Evidence Base

3.1 Human Factors in Diving

The non-technical causes of diving incidents — complacency, task fixation, poor situational awareness, communication failures, and inadequate risk assessment — are well documented in the diving medicine and safety literature. The Undersea and Hyperbaric Medical Society and Divers Alert Network have both published analyses drawing parallels between diving and other high-consequence industries where human factors training has demonstrably reduced incident rates. The implication is clear: technical skill is necessary but not sufficient for safe, responsible diving.

3.2 Diver Behaviour and Ecological Impact

Multiple peer-reviewed studies have quantified the ecological impact of recreational diving on coral reefs and other marine habitats. Barker and Roberts (2004) documented that even experienced divers exhibit contact behaviour at rates sufficient to cause measurable reef damage. So et al. (2023) found a significant gap between divers' stated environmental intentions and their observed underwater behaviour in Hong Kong. Roche et al. (2016) identified that the adoption of environmentally responsible practices is uneven and context-dependent. Lin et al. (2021) called for structural reforms in diver education to address reef damage. These findings collectively suggest that attitude change alone is insufficient; behaviour-specific training and feedback are required.

3.3 Ocean Literacy

The UNESCO-IOC Ocean Literacy Framework defines ocean literacy as understanding the ocean's influence on people and people's influence on the ocean. Research by Wang et al. (2025) found that higher ocean literacy scores are positively associated with marine conservation behaviour. UNESCO's 2025 education policy brief identifies ocean literacy as a priority for formal and non-formal education systems. For recreational divers — who interact directly with marine ecosystems — ocean literacy is not an abstract educational goal; it is a practical prerequisite for responsible participation.

3.4 The Knowledge–Behaviour Gap

Knowing what responsible behaviour looks like does not guarantee performing it. Nelson et al. (2021) demonstrated that informational nudges can shift pro-environmental behaviour, but their effects are context-sensitive and often short-lived without reinforcement. Gómez-García et al. (2021) showed that diver interactions with manta rays cause measurable behavioural disruption even when divers believe they are maintaining appropriate distance. The gap between knowledge and behaviour is not a knowledge deficit; it is a transfer problem. Closing it requires structured practice, feedback, and reflection — not more information alone.

Section 4: The Rubelis Beyond Complementary Development Model

Rubelis Beyond is structured around six developmental dimensions, each addressed through a dedicated module sequence. The dimensions are not independent; they are designed to reinforce one another across the learning arc.

4.1 Design Principles

Complementary, not competitive:Rubelis Beyond does not confer technical authorisations and does not position itself as an alternative to any certification agency. It is designed to follow, not replace, existing training.
Evidence-referenced:Each module draws on peer-reviewed literature, documented case studies, and expert input. Claims are sourced and bounded.
Reflective by design:The learning model prioritises reflection over information delivery. Divers are asked to think, not just to read.
Measurable outcomes:Learning objectives are defined in behavioural terms. Progress is assessed through scenario-based tasks, not multiple-choice recall alone.
Transparent about limitations:The model acknowledges what it cannot do. It cannot substitute for water time, instructor feedback, or direct environmental experience.

Section 5: Theory of Change

The theory of change underlying Rubelis Beyond can be stated as a causal chain: structured complementary learning → improved knowledge and conceptual frameworks → stronger situational awareness and environmental literacy → reduced intention–behaviour gap → more responsible underwater behaviour → reduced ecological impact per diver.

Important

Each arrow in this chain must be tested independently. A learner completing the course does not automatically prove knowledge gain; knowledge gain does not automatically prove behavioural change; behavioural change does not automatically prove reduced ecological impact. Each link is a separate empirical question.

Section 6: Pilot Research Protocol for Independent Validation

To demonstrate the impact of Rubelis Beyond reliably, an initial small but methodologically defensible pilot study is proposed. The final research plan should be reviewed by an independent educational scientist and statistician.

6.1 Research Questions

  1. Does Rubelis Beyond improve participants' ocean literacy and environmental impact knowledge?
  2. Do participants' decision quality and situational awareness scores improve in diving scenarios?
  3. Does the gap between self-reported environmental intent and observed diving behaviour decrease?
  4. Are gains retained at 30 and 90 days?
  5. Do outcomes vary by experience level, instructor status, and dive count?

6.2 Proposed Design

A quasi-experimental pre-test/post-test design with at least two groups and follow-up measurements is proposed. Volunteer participants are assigned to a Rubelis group and a waitlist control group. Random assignment is ideal; where operationally impossible, baseline differences are controlled statistically.

6.3 Measurement Instruments

6.4 Success Thresholds

Success thresholds must be registered before the pilot begins. Examples: a significant and medium-sized gain in knowledge scores; superiority over the control group in scenario scores; retention of at least a defined proportion of gains at 90-day follow-up; a reduction in observed adverse contact behaviour. Thresholds must not be revised after results are seen.

6.5 Ethics and Data Management

Participation must be voluntary, informed consent obtained, personal data coded, and explicit consent processes applied if observational video is used. Results must not be selectively reported on the basis of positive findings; null or adverse results must also be reported. The strongest approach for institutional credibility is not to polish the data but to make the method transparent.

Section 7: Implementation Framework for the Sector

Rather than remaining a single brand's product, the Rubelis model could become an open quality conversation developed in collaboration with the sector. The following applications integrate without conflicting with existing diving systems and centres:

  • A complementary awareness module completed 30–90 days after initial certification.
  • Short environmental decision-making and observation briefing sets for dive centres.
  • Human factors, questioning, and reflective facilitation modules in instructor development.
  • A post-dive debrief model asking not only "what did we see?" but "what did we notice, what did we affect, what would we do differently?"
  • Anonymous behavioural indicators at centre level and an annual development report.
  • An independent content and ethics advisory board drawn from international experts.

Section 8: Limitations and Responses to Objections

"Existing systems already teach these things."

Many systems include content on environment, decision-making, and responsible behaviour. The white paper's claim is not that these topics are absent. The claim is that they could be made more visible as an independent, deep, measurable, and continuous development pathway after certification.

"You cannot become a diver by reading."

Correct. Rubelis does not replace practical diving training. Reading and case study support conceptual frameworks, attentional direction, and pre-decision mental preparation — not underwater skill. The strongest model is one where online learning is combined with real diving, debrief, and instructor feedback.

"Is this just marketing?"

This risk is real. The antidote is independent evaluation, published learning outcomes, verifiable certificates, a pre-registered research protocol, and an open impact report that includes null and adverse results.

"Can Rubelis be impartial if it measures its own impact?"

Not alone. Data collection can use Rubelis infrastructure; but instrument development, analysis, and reporting must be overseen by independent academic or research partners. An anonymised portion of the raw data and the analysis plan should be made accessible where possible.

Section 9: Development Roadmap (Vision)

The following steps are not tied to a fixed timeline; they reflect the natural progression Rubelis Beyond aims to follow. Timing will be shaped by resources, the pace at which academic and institutional partnerships form, and feedback from the sector.

Section 10: Conclusion — The Next Layer of Diving Education

The diving industry has a strong educational tradition that has largely solved the problem of safe access. The next question is not simply how to certify more people, but how certified divers become more accurate observers, better decision-makers, and more responsible ocean participants.

This white paper brings four claims together in a single framework: there is a post-certification development space; a gap can form between awareness and behaviour; the scope limits of foundational training are natural; and complementary models like Rubelis can contribute to this space. The first three claims are supported by existing literature. The fourth is a clearly testable hypothesis awaiting validation.

The real opportunity for Rubelis Beyond is not to produce a new badge but to initiate a measurable standards conversation about diver development. That conversation is built not against technical training but on top of it. Because safe diving begins with being able to enter the water; mature diving continues with understanding what we see beneath it, what we change, and why we should behave differently.
